   Acqura have a wide range of in-expensive but fully featured ICE for a wide range of Philips MCU's.
  Keil have the U-Link JTAG debugger for ARM7, ST10, XC166 and ST uPSD. the Keil u-Link works with the Keil compiler system and the uV3 debugger
 

Segger J-Link JTAG-USB debugger and flash programmer system is a full featured JTAG system with an RDI interface making it usable with any RDI complient debugger software such as IAR C-Spy and Keil uVision.

Seggger J-Trace USB debugger is similar to the J-link but has the addition of trace

The J-Link/trace System offers flash break-points, DRI, stand alonger flash programming, GDB interface, memory reader etc
